Illegal Burning, Interfering with Police, Resisting Arrest, Larceny by Possession, Violation of Conditions of Release, DUI, Possession of Narcotics, Drug Paraphernalia and Marijuana through 4-27-14


The East Haddam Police and the Connecticut State Police, Troop K in Colchester report the following incidents:

FAILURE TO APPEAR IN COURT - On April 10, Scott Palmer, 36, of Moodus Road, East Hampton was arrested and charged with 2nd-degree failure to appear. Palmer was released on a $500 bond and scheduled to appear at Middletown Superior Court on 4/29/14.

MOTOR-VEHICLE VS. UTILITY POLE - On April 12 at approximately 10:13 p.m., Anna Dubiel, 23, of Cherry Swamp Road, Moodus was traveling northwest on North Moodus Road in Moodus, operating a 2006 Toyota Scion. Police said that Dubiel failed to negotiate a right curve in the road, lost control of the vehicle and traveled into the southbound lane. Dubiel's vehicle then struck a utility pole, splitting it into pieces. The vehicle came to a final rest between a tree and a section of fence. Dubiel reported no injuries and refused medical treatment at the scene. A passenger, 28-year-old Kyle Armstrong of Christian Hill Road, Higganum complained of neck and back pain, but also refused medical treatment. Police issued Dubiel an infraction for traveling too fast for conditions.

BRUSH FIRE: ILLEGAL BURNING - On April 13 at approximately 2:22 p.m., a brush fire was reported to the East Haddam Volunteer Fire Department, in the area of 320 Tater Hill Road in East Haddam. Upon arrival, the investigating firefighters determined that additional units needed to be called in, due to the extent of the blaze. The Town Fire Marshall and East Haddam Police were also requested to report on scene. The fire subsequently consumed approximately 3 acres of land. After further investigation, police said it was determined that the fire was started by a resident attempting to burn household trash in an open field. The property owner, Walter Liska, 86, of Tater Hill Road, East Haddam was issued a misdemeanor summons and complaint for Kindling an Open Fire. No injuries were reported as a result of this incident.

ALL-TERRAIN VEHICLE VS DEER - On April 14 at approximately 9:48 p.m., Andrew Koskovich, 22, of Warner Road, East Haddam was traveling along Fox Cemetery Road in East Haddam, operating a 2006 Suzuki ATV. Police said that Koskovich had attempted to avoid a deer, but subsequently struck the animal and slid off the roadway. Koskovich was transported to the Marlborough Emergency Clinic for evaluation and treatment of minor injuries. Police charged Koskovich with Operating an ATV on a Public Roadway.

DISORDERLY CONDUCT AND VIOLATION OF CONDITIONS OF RELEASE - On April 18 at approximately 11:20 a.m., Marilyn Turano, 55, of Edgewood Road, Portland turned herself in to Troop K for servicing of an outstanding arrest warrant for the above charges. Turano was later released on a $1,000 bond and given a court date of 4/29/14 at Middletown Superior Court.

DRIVING UNDER THE INFLUENCE OF ALCOHOL AND/OR DRUGS AND FAILURE TO DRIVE UPON THE RIGHT - On April 18 at approximately 8:35 p.m., East Haddam Police conducted a motor-vehicle stop for a vehicle being driven erratically on Leesville Road in Moodus. Upon making contact with the driver, police reported sensing the odor of alcohol on his breath. Police said Frank Mott III, 49, of East Haddam-Colchester Turnpike failed the standardized field-sobriety tests and was arrested and charged with the above violations. Mott was transported to Troop K, processed and later released on a $500 bond. He was scheduled to appear at Middletown Superior Court on 4/30/14.

SIXTH-DEGREE LARCENY, LARCENY BY POSSESSION, INTERFERING WITH AN OFFICER AND RESISTING ARREST - On April 20 at approximately 3:40 a.m., Shaquille Lee, 20, of North Street, Manchester was processed at Troop K after being arrested and transported by the Manchester Police Department, in accordance to police procedure. The arrest, based on a warrant, was a result of an incident in 2013 that took place at a Cragmere Road, East Haddam residence. According to court records, Manchester Police also charged Lee with Interfering with an Officer and Resisting Arrest. Lee was held on court-assigned cash bonds totaling $17,500 and scheduled to appear at Middletown Superior Court on 4/21/14 and Manchester Superior Court on 5/1/14.

POSSESSION OF NARCOTICS, MARIJUANA AND DRUG PARAPHERNALIA AND FAILURE TO ILLUMINATE TAIL LAMPS - On April 25 at approximately 6:50 p.m., Colchester Police conducted a motor-vehicle stop on Thornridge Drive in the area of Lake Hayward Road in Colchester. A subsequent vehicle search produced 2 bags of suspected marijuana and several scales and pipes. Police also found 10 bags of suspected heroin and a syringe. The driver of the vehicle, Hayden Scott Cavallari, 18, of Longwood Drive, Colchester was charged with Possession of Marijuana, Possession of Drug Paraphernalia and Failure to Illuminate Tail-Lamps. A passenger in the vehicle, Jonathan Barbi, 20, of Town Farm Road, East Haddam was taken into custody to Troop K and charged with Possession of Narcotics, Possession of Drug Paraphernalia and Possession of Marijuana. Barbi was processed and released on a $5,000 bond, and scheduled to appear at Norwich Superior Court on 5/8/14.

ASSAULT, BREACH OF PEACE, INTERFERING WITH POLICE, INTERFERING WITH AN EMERGENCY CALL AND 2ND-DEGREE UNLAWFUL RESTRAINT - On April 27 at approximately 8:06 a.m., Paul Martell, 52, of Bogel Road, East Haddam was arrested and charged with the above violations. Martell was held on a $100,000 bond and given a court date of 4/28/14 at Middletown Superior Court.

Stolen Boat, Criminal Impersonation, Interfering with Police, DUI, Breach of Peace, Improper Use of Plates, Criminal Mischief, Harassment and Violation of Probation through 4-6-14

East Haddam Police

The East Haddam Police and the Connecticut State Police, Troop K in Colchester report the following incidents:

FAILURE TO APPEAR IN COURT - On March 27 at approximately 12:15 p.m., John Owens, 36, of North Moodus Road, Moodus was arrested, pursuant to an outstanding warrant, and charged with (2) counts of 1st-degree failure to appear in court and violation of a protective order. Owens was held in lieu of bonds totaling $70,000 and scheduled to appear at Middletown Superior Court on 3/18/14.

VIOLATION OF PROBATION, CRIMINAL IMPERSONATION AND INTERFERING WITH POLICE - On March 28, James Millett, 50, of AP Gates Road, East Haddam was arrested by Middletown Police and charged with the above violations. Millett was held in lieu of bonds totaling $55,000 and given a court date of 3/31/14 at Middletown Superior Court.

HARASSMENT - On March 29 at approximately 4:50 a.m., Christopher Cheney, 26, of Old Colony Road, Meriden was arrested and charged with 2nd-degree Harassment. At 1:47 a.m. that morning, a Falls Road, Moodus resident stopped in at the Troop K barracks, stating that he had been receiving text messages that were harassing in nature. After an investigation, Cheney was transported to the barracks for processing. He was later released on a $1,000 bond and scheduled to appear at Middletown Superior Court on 4/15/14.

TWO-CAR COLLISION - On March 31 at approximately 10:04 a.m.. Marc Hoffman, 27, of Timms Hill Road, Haddam was traveling westbound on Route 2, approximately a mile prior to the exit 17 in Colchester, operating a 2009 Nissan Altima. Michael Blancato, 31, of Hopyard Road, East Haddam was traveling directly behind Hoffman, driving a 2007 Jeep LCF. Police said that Blancato's vehicle subsequently collided with Hoffman's vehicle. Hoffman's vehicle came to a stop on the left shoulder of the highway, and Blancato's vehicle on the right-hand side. Hoffman was transported to the Marlborough Medical Clinic by Colchester EMS with minor burns on his arms, caused when the air-bags deployed inside his vehicle. Blancato was issued a misdemeanor summons for Operating a Motor-Vehicle without Minimum Insurance, Operating an Unregistered Motor-Vehicle and Failure to Drive a Reasonable Distance Apart.

DRIVING UNDER THE INFLUENCE OF ALCOHOL AND/OR DRUGS, OPERATING A MOTOR-VEHICLE WHEN LICENSE OR REGISTRATION IS SUSPENDED, REFUSED OR REVOKED, IMPROPER USE OF A REGISTRATION PLATE AND OPERATING WITHOUT MINIMUM INSURANCE - On March 31 at approximately 4:54 p.m., Dana Morse, 40, of Honey Hill Road, East Haddam was observed by police, operating a vehicle with mis-used plates. Morse was subsquently stopped. tested and arrested. Morse was reportedly held on a $500 bond and scheduled to appear at Norwich Superior Court on 4/15/14.

BREACH OF PEACE, CRIMINAL MISCHIEF AND INTERFERING WITH POLICE - On April 1 at approximately 6:37 p.m., Bryan Kirk Doehr, 55, of Falls Road, Moodus was arrested and charged for the above violations. Doehr was released on a $10,000 bond and given a court date of 4/2/14 at Middletown Superior Court.

DRIVING UNDER THE INFLUENCE OF ALCOHOL AND/OR DRUGS AND FAILURE TO OBEY A STOP SIGN - On April 6 at approximately 1:05 a.m., Devin Birch, 22, of Harris Road Extension, Salem was arrested and charged with the above violations. Birch was released on a $500 bond and scheduled to appear at Middletown Superior Court on 4/21/14.

STOLEN BOAT - On April 6, East Haddam police received a complaint from an East Shore Drive resident, in the Lake Hayward section of East Haddam. The homeowner reported that a 14-foot aluminum boat had been taken from their property.
